Requerimiento de Información sobre el servicio Custom Brokerage

hi, i have bought a car in florida and i want to ship it to costa rica permanently. i am an israeli citizen i am in the process of getting my costa rican rentista residence i have contact a company for the import and sent them the title and all the documents however they tell me now that because i am not a us citizen and not a costa rican resident yet they are not able to bring the car in for me! they say it is imposible according to the aduana and it is only posiblle if the owner in the title is either a us or CR resident can you assist in this case? Thank you
